Up-sells and cross-sells are set per product under Product data → Linked Products. Related products are WooCommerce's own (same categories or tags), in random order. Hidden, private and password-protected products (and the product itself) are never suggested, so sometimes fewer products show; with none left, the section doesn't appear. With WPML or Polylang, suggestions show in the shopper's language.
